Cheaper counters are made from particle board with a laminate over it, and can be very tough to remove stains from. Solid surface countertops can always be buffed and refinished, as the material for the countertop is consistent throughout the sheet of Corian® or other solid surface materials and buffing a layer from the top and refinishing would not affect the look of that counter.
